People in Seattle often play lots of games on craigslist. They start with ridiculous low prices and run a best offer auction without stating it is an auction. Most people around here know they are doing this so they send in a higher offer than the low one stated. Then they will repost at a price just above the top offer and run a new ad for the item. It is just a way for them to do something that craigslist forbids which is taking bids openly. Another tactic they use is to post it on craigslist and at the same time put it up on Ebay. Then if they don't get the true price they were seeking on Ebay they start up a new craiglist ad with the highest price offered on Ebay.

It is not the kind of scam where they don't have a rig for sale, it really is for sale but they are as one person I responded to in that kind of situation before I figured out this stuff "testing the water". They are trying to find out how much what they have is really worth so they can get as much money as possible for it.
