"It is also required that the vehicle operator be alerted by much faster- or slower-than-normal flashing in the event a turn signal light fails." http://en.wikipedia.org/wiki/Automotive_lighting Any change in amp-draw changes the blink-rate IF it's the correct flasher and mechanical with the thermal bi-metal trip. . Thus the issues with LED replacements or with so-called "HD flashers." I see many people with LEDs are using electronic flashers with adjustable blink rate.
