Wear would make the valve clearance looser. In 40 years of wrenching on engines I've almost never seen one tight more than a thousandth. That typewriter sound you hear from old Toyotas is loose valves. How could they get tighter unless somebody adjusted them wrong?

Wear on the contacting parts , the cam, cam follower, rocker arm, valve stem etc., whatever parts are involved in the engine that you are working on will create a valve tap, or a wider connection as you mentioned....BUT, valve seat recession, or the valve pounding its way into the head will create a tight valve.......more noticeable since lead has left the scene.......one way that you will see tight valves...I always set mine cold & allow for the hot/cold spec.
