WME
The bolts spin on what? If all else fails use a grinder.
Lee & Joan
Are we taking the engine cylinder head or the head in the bathroom?
Derek up North
I'm guessing the latter.

WME
The bolts for that head are carriage bolts and the head fits in to a slot in the plastic mounting flange under the toilet. If the bolts are turning then the slots are hogged out and your reduced to a hacksaw or grinder. Unless there some threads above the nut you can grab with vice grips.
