If it's not sealant, that white stuff in the threads is likely years of urine creating kind of a calcium deposit. I'd try vinegar and a metal bristle brush to clean the threads. I think you'll have to remove the toilet to screw it properly back into place once the tank is re-hung. It also looks like the lower threads of the pipe attaching to the tank are terribly cross threaded as well, so your toilet may have been installed at 430 on a Friday! I'd fix that as well as it may also give way. If you have trouble getting your toilet and the flange up, check in with me as I struggled and it was not intuitive - will fill you in if yours is also odd.

Thanks! I saw an article today saying i should use a surge protector. So you use one of those on your power source?
