I'm guessing here but it seems there has to be some sort of switching valve or solenoid under there that will switch the flow from one tank to the other. This would be something that either Sunrader or an owner installed. Are there any rocker or toggle switches on or under the dash? If so try and trace the wiring and see where it goes. You could also flip the switch and see if you could hear anything clicking under the RV. Next I'd follow the fuel line from the engine back to the tanks and see if you can spot the valve. The 3rd tank on my 96 F-350 has a toggle switch under the dash and a switching valve tapped into the fuel line under the back of the cab.
