Take the bottom cover off the steering column, and look up in there, you'll find a tab thingy that stops the shifter from going into low. I ground it down and now shifts to low fine. Don't know why it was made this way, maybe so no inadvertent shifts to 1st when going 55. It recently saved me in a panic stop situation. It's kinda hard to see up in there but you'll know it when you see it.
