1992 winne warrior fuel capacity

Im new here,please help me out,I have a 1992 toyota minne winne warrior,the specs that I have ,owners manual says that the fuel tank capacity is 17.2 gallons I was just on a small trip trying to shake out any problems 425 miles, I had a couple of issues at one point I was down to empty on the guage I was on I-5 north hoping for a gas station,I got lucky and there was one just ahead,I filled up ,it only took 11.6 gallons? so I just figured to try again another station 10.7 gallons is the gauge wrong or do I have a 12 gallon tank or a large air poket in the tank,any help is appreciated, thanks.

13.7 gallon....  unless it has been replaced with a larger aftermarket tank.
