I have not seen a spring tensioner, but there 2 bolt types. One adjusts with a socket and the other need a big wrench and a socket. I think there might be a move the compressor adjustment too.

You have the big wench and socket setup. The pulley has a hex casting behind it for the "big wrench", loosen the bolt tighten the belt and then retighten the bolt.

Make sure the rotation of the belt is trying to tighten the belt. If you have the pulley on the wrong side of the pivot bolt the belt will try to loosen the belt over time.
