2.8GPM vs 3.0GPM won't do any harm. These are just the maximum flow rates. IF (and I doubt you will) find a new pump flows too much water, just adjust the tap.

90 Dolphin Control Panel - Wiring issues maybe

Do you mean the 'plug' (white thing)? With wires attached? Can't really help you there. I'm not even sure Acu-Gage is still in business. A good complete system is this:- https://www.garnetinstruments.com/rv-shop/ Your problematic black wire appears to be the 'ground' (-) wire. -

I'd head to your local marina and see who makes the Biminis locally.

I believe the 1986 Toyota Cab & Chassis (C&C) was the Model 'RN75'. RN75 will also be part of your VIN. Don't waste your time going to the auto parts store asking for parts for a 'Dolphin' or 'Toyota Dolphin'. Chances are they won't have that listed in their computer. They might have listings for a 'Toyota Cab & Chassis - Dual Rear Wheel (DRW)'.

Marked multiple times in the Dolphin Owners Manual:- Sunrader Owners Manual:- It think there are also tunnels and ferries that require propane be off too. There's a reason that propane locker doors aren't allowed to have a lock. 1st Responders want to be able to be able to turn it off in case of an accident.

So the "metal framework" is the big mystery! I see no mention of it, certainly no details.

On a '92 Warrior? The 'skin' is 'Filon' (fiberglass). A 'SIP' construction, a sandwich of Filon/insulation/lauan. From the '92 Warrior brochure:-
